    Chris Pratt has over 25 years’ experience in a variety of environmental disciplines working in Australia, New Zealand, United Kingdom and the U.S. Additionally, he has project experience in Southeast Asia, Latin America, Africa, and the Mediterranean. He has gained experience in a variety of environmental areas over his career from compliance, due diligence, and environmental risk assessments, through to permitting and environmental impact assessment.

    Chris has developed extensive experience within the oil and gas industry from gaining social license to operate for upstream exploration activities to oil refinery operations, where he has emission inventory, compliance, ISO14001 and permitting experience.

    He has managed offshore and onshore exploration well permitting processes, obtained national and regional government approval for exploratory drilling in sensitive environments and has developed a number of major oil spill contingency plans for ports, and regions. Chris was the project manager for 2 successive national oil spill risk assessments for Maritime New Zealand and more recently was project director for offshore environmental approvals applications for oil and gas projects in Angola, Gabon, and Colombia and for baseline environmental assessments for an LNG facility in the Mediterranean.

    He has been project manager/director for a number of major environmental impact assessments (ESHIA) for greenfield/brownfield O&G, mining and power generation projects. Key projects include: Coal bed methane field development EIS (1,200 wells) in the Surat Basin (Queensland), oil shale mine and processing facilities (2 x Proserpine and Gladstone); greenfield oil refinery project EIS in Gladstone; “ZeroGen” clean coal power project (coal gasification and CO2 sequestration); a major greenfield coal mine (25M t/annum) in the Galilee Basin, and a coal mine expansion in the Bowen Basin. He also undertook a review of a Queensland LNG project’s EIS to assess compliance with the International Finance Corporation (IFC) performance standards.

    Through his extensive range of project work, Chris has developed an excellent understanding of how to effectively and proactively manage environmental projects and in particular EIS’s and their associated risks.

    Environmental Due Diligence Experience

    Waste Facilities Due Diligence, New Zealand
    Project Manager

    Vendor environmental due diligence for 26 landfills and associated transfer facilities in New Zealand. This required managing a team of 15 specialists through the due diligence process and providing input into the review process for a number of potential purchasers. The project required the delivery of reports on each site and an overview report and presentation to the client’s board, as well as negotiation meeting with the potential purchasers teams.

    Proposed LNG Facility, Cyprus
    Project Director Phase

    I and subsequent Phase II assessments for a partially brown field site proposed for an LNG plant. This included managing a team from Italy and Cyprus to undertake the various tasks and coordination of deliverables to the client in the US. Issues included quantification of onsite wastes (phosphogypsum, metals) from historic fertilizer manufacture, and proposing clean up/management options.

    Limited environmental due diligence assessment for the purchaser of a large nickel refinery and associated infrastructure in Australia. This required detailed review by a senior team assessing history and future risks to surface water and groundwater resources from existing activities and past operations.

    Environmental due diligence assessment for the purchaser of a large factory in Christchurch with a long history of cable production. Issues identified around burning of treated timber and disposal of ash on site, resulting in some additional Phase II assessment prior to eventual purchase.

    Purchasers environmental due diligence of 2 packaging manufacturing plants. Unexpected environmental issues included identification of oil disposal trenches, necessitating Phase II soil and groundwater investigations.

    Part of a multi-disciplinary team undertaking a due diligence assessment of an underground mining operation in the Bowen Basin, Queensland for a prospective Chinese purchaser. The assessment including onsite review of activities both on the surface and underground, assessment of the Plan of Operations, implication of commitments, and assessment of existing activities such as tailings dams and transportation of coal between operations on haul roads. The complex nature of the historic activities and approvals, resulted in the client not pursuing the investment further.

    Part of a team undertaking the Phase 1 due diligence of a historic glass factory for the seller. Managed the subsurface assessment thought-out the facility, where soil and groundwater contamination had been identified. This lead to additional Phase 2 assessment work, and identification of practical measures to monitor and strategically remediate the site.

    Phase Manager

    Purchasers due diligence of 3 facilities, including a process plant and 2 breeding/egg laying facilities. This included an extensive assessment of the existing activities and some historical farm practices, including landfills and cleaning processes.

    Freezing Works (abattoir). West Coast, New Zealand

    Due diligence for owners of a freezing works operation servicing the West Coast of NZ. The assessment included reviewing conditions of water discharge and subsequent Phase II monitoring and development of plan to meet all conditions.

    Development of a Title V compliance database for a large facility with over 100 separate permit units. This database allowed the operator to identify all permit conditions and provided a simple method to ensure compliance and keep compliance records, and issue compliance reports to management and regulators.

    ISO 14001 program for a major oil refinery in the Los Angeles area. This included running an annual aspects review process, and preparing the facility for an external audit. The audit was successfully passed.

    Team of environmental scientists and ecologists (8), assessing contractor compliance with state and federal permit conditions imposed on the client around activities and performance during pipeline construction and rehabilitation. This related to approximately 90km of pipeline, and was undertaken over 3 months.

    Dairy Farm Effluent Compliance Program for Tasman District Council

    Developed and managed a program to assess compliance with operational procedures and discharge effluent quality for 300 dairy farms in New Zealand. This was carried out over approximately 1 year and resulted in substantial upgrades to most of the systems, and improved surface water quality.

    Oil terminals in Southern California

    Leak detection and repair (LDAR) program for two bulk fuel terminals in southern California. This included developing, setting up, and running the program with a two person assessment team. Results were reported quarterly to the air quality management district (SCAQMD), and changes routinely made to the system as alterations to the site were undertaken.

    Preparation of baseline investigation and an EIS for a future CSG field in Queensland. The project included substantial pipeline and other infrastructure (compressor stations etc) and developing a process to effectively manage the future identification and assessment of routes, and facility locations, post approval.

    Clean Coal, ZeroGen EIS (II)

    EIS for a proposed 520MW IGCC power plant and associated geosequestration field in Central Queensland. The project required the undertaking of baseline environmental investigation over an extensive project site area, and a major pipeline route and the preparation of the EIS with associated public consultation and interaction with stakeholders. The project EIS was ended prematurely when industry and government funding was cut at the end of 2010.

    Oil Refinery Confidential EIS

    EIS in the Gladstone area, Queensland, Australia, for a proposed major oil refining operation. Baseline investigations were undertaken for the facility site, pipeline transportation corridors and marine import and export terminals. The EIS was terminated prematurely at the end of 2010.

    Significant environmental baseline investigation for a proposed oil shale mine and processing plant in central Queensland. The project entailed developing and managing the project environmental and socioeconomic studies for a controversial multidisciplinary EIS. The project site covered a large mine, marine offloading facility on the coast and transportation corridor routes (up to 100 km long), covering a wide variety of natural habitat, and geographical areas. Controversy around the project eventually resulted in the state government halting the project.

    Assessment of odour complaints related to a composting operation with regulatory compliance issues. This involved coordinating the assessment, using an odour assessment subcontractor, to measure (using olfactometry) the main odour sources from the site, and using the data in a dispersion model, to assess worst case odour resulting around the site. Comparison was made with odour complaints, dates, times and locations and a report prepared that identified a significant number of complaints that could not be associated with the composting operation. A further review of other odour sources was undertaken and this identified other possible sources of the complaints.

    National risk assessment study of marine oil spills in New Zealand waters. This project required the collection, assessment and analysis of data on vessel movements, oil transfers and movements around the coastal areas of New Zealand. There are fifteen major national ports and over 10,000 km of coastline, and an assessment was made of the potential risk of oil spill and the impact based on coastal sensitivity. The degree of preparedness of the regions and the country was also assessed.

The assessment provided a focus for future risk minimisation relating to non oil hazards, both in transport and storage around coastal waters of New Zealand, and allowed for the development of preparedness plans for the country.
