    Raghava Dasika has over twenty-five years’ experience in the provision of geo-environmental and remedial engineering services, including the provision of strategic advice on environmental issues. He has extensive experience in providing a lead investigation role in, and the co-ordination of, multi-disciplinary projects. He has provided these services to client projects in Australia, New Zealand, Papua New Guinea, U.S., and Canada.

    He is experienced in detailed site investigations; evaluation of environmental impacts; site and facility audits for environmental compliance and contamination; design and implementation of monitoring programs; development of remedial action plans; design of waste management systems; evaluation of failed systems; risk assessments; and the management of site works.

    Raghava has been the technical director of projects where assessments and remedial activity were undertaken to allow redevelopment of brownfield sites to more sensitive use. Several of these projects were undertaken to achieve completion of statutory audits.

    Contaminated Land Management Experience

    Lead Consultant and Project Director of numerous contaminated site investigations, including the assessment of remedial options consistent with best practice and regulatory requirements. These services have been provided to private and government sector clients including ExxonMobil, Ford Motor Company; Toyota Motor Corporation; Toyota, GE Capital; Shell; BP; Caltex; Honeywell; The Amity Group; VicRoads; Federal Airports Corporation; Department of Defence; Department of Education; Metropolitan Fire & Emergency Services Board; and Visy.

    Representative projects include:

    • As part of his technical direction of investigation of a large number of petroleum sites, Raghava assessed and developed cost effective remedial solutions for two remote terminal sites as part of their decommissioning and divestment for potential sensitive land use. Both sites were under regulatory focus, and through detailed site investigation and assessment of health and ecological risks (both sites were in coastal locations), he identified innovative in-situ approaches to manage and remediate remnant soil and groundwater contamination that were acceptable to all stakeholders, and that resulted in a lower cost approach to the client. For one of the sites, the adopted approach led to the saving of over $1Million in comparison to a more traditional approach.
    • Divestment PI/PII investigation of former manufacturing industrial estate, including development and implementation of remedial action plans (RAPs) to the satisfaction of the vendor and purchasers. Fast tracked investigation and remediation program of over $3M to support transaction of $40M.
    • Groundwater quality investigations at major petroleum terminal and refinery operations areas
    • Investigation and remedial design, for potential developer, for the management of a groundwater contamination plume as part of waterfront development. RAP successfully negotiated with EPA Auditor.
    • Investigation and remedial design of LNAPL recovery and dissolved phase groundwater management at a major automotive facility. RAPs approved by local EPA. Remediation ongoing.
    • Investigation of soil and groundwater quality at former gas works site, and evaluation of remedial strategies in relation to existing site operations.
    • Investigation, including bench, pilot and field trials, of in-situ cement stabilization of a 20,000 m3 baghouse dust slurry pond. Development, with a specialist contractor, of an innovative technique for the delivery and mixing of the cement (over 5,000 T) into the pond. Developed approach resulted in a cost saving of over $5M, and allowed client to restore the site toward an agreed site rehabilitation plan.
    • Design, Tender Documentation and Project Management of major underground fuel tank removal and replacement program at Melbourne Airport.

    Due Diligence Experience

    Evaluation of existing environmental conditions and identification of existing and potential material liabilities to support financial model assessments by potential purchasers of assets.

    • Due diligence environmental assessments for Department of Infrastructure for the sale of Victoria Plantations Corporation.

    • Feasibility stage evaluation and preliminary design of stormwater reuse initiative, including evaluation of landscaped water course and water treatment requirements, for The Body Shop, Retail Support Centre, Victoria.
    • Review of impact of groundwater remediation activities, Becton Dickenson facility, Rutherford, New Jersey.
    • Investigation and remediation assessment of failed effluent drain field, Fraser Correctional Centre, for British Columbia Building Corporation.

    Baseline Environmental Studies Experience

    • Evaluation of environmental conditions along 745km alignment between Victoria and NSW for the Eastern Gas Pipeline Project.
    • Evaluation of environmental issues associated with proposed undersea cable development between Victoria and Tasmania as part of the Basslink project.
    • Evaluation of environmental conditions around Melbourne Airport as part of development of 5-year Environment Strategy.
    • Evaluation of hydrology and hydrogeology, including assessment of preferred sites, for preparation of an Environmental Effects Statement, Underground Gas Storage Project; Gas Transmission Corporation.

    Geo-Environmental Engineering Experience

    • Stability assessments and design of capping works for large slurry dams containing asbestos/resin slurry. Capping works aimed at minimising leachate impacts on underlying groundwater.
    • Site investigations and detailed design of containment cell for 40,000 m3 of contaminated soil, and design of site remediation works, Brisbane International Airport, for Federal Airports Corporation.
    • Evaluation of wetland options for stormwater and process water treatment and reuse, for Ford Motor Company of Australia
